The Role: Director of People & Culture

Location:  Rockville, MD

The Role

The Director of People & Culture will partner with leadership and employees to deliver People best practice services and solutions to achieve business results that create a fulfilling work culture. The Director of People & Culture will develop and implement organizational human resources policies, ensuring compliance with federal, state, and local legislation (including EEO, FMLA, and FLSA). This hands-on role will work closely with the senior management team in developing human resource strategies, direct recruiting and onboarding for new employees, develop and deploy training and career development programs, approve salary structures or wage schedules, and negotiate benefits packages.


  • Compensation and Benefits Administration

    • Develop new employee benefits orientation
    • Develop salary structure and pay bands, merit cycle, and bonus/compensation plan review
    • Review, develop, and enforce wage & hour recordkeeping process
  • Employee Engagement/Recognition

    • Develop values & behaviors based on company mission & vision; partner with president to create organizational dashboards and department/team metrics/scorecards to make values real; define values that are vital to the company and behaviors that give meaning to values
    • Create online system for employee idea submission
    • Conduct employee engagement surveys
    • Develop recognition program for star performers, employee value proposition, and employee wellness program
  • Talent Acquisition

    • Develop companys talent brand
    • Assess current recruiting and hiring processes and make adjustments as needed to ensure that top quality talent is hired; define key attributes and core competencies for every job; create structured interview guides for managers
    • Create consistent systems & processes for job creation, postings and interviews
    • Interface with background check vendor
    • Establish retention strategy and develop a formal onboarding plan to successfully immerse new hires
  • Training & Development

    • Provide executive coaching, management and leadership training
    • Train management on behavior-based interviewing
    • Assist managers and employees with career development planning
    • Train managers on new performance review process
  • Policies, Procedures & Compliance

    • Update company policies/handbooks/intranet as well as HR tools, forms, and processes to maintain compliance with all federal, state, and local laws
    • Maintain I-9 records for new and existing employees
    • Develop sexual harassment prevention and internal investigation procedures and liaise with 3rd party training vendor
  • Performance Management

    • Develop a performance review process for all employees, tying rewards to meritocracy and core competencies/values/behaviors
    • Develop succession planning program
    • Develop process for employee performance improvement plans


  • 8+ years of progressive Human Resources experience as a generalist
  • Professional service industry experience
  • PHR/SPHR or SHRM-CP certification preferred, not required
  • Bachelor’s degree or equivalent in human resources, business, or related field required
  • Effective communicator at all levels across the organization
  • Excellent people skills: professional, kind, and a great listener
  • Superior written and verbal communication skills
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook)
